Real Estate Division

Overview

The Real Estate Division is responsible and performs a key role in the processing of requests for long term leases and temporary permits on public lands. It is the primary division responsible for generating income to sustain the Department of Public Lands' operations, maintenance, and administration of all public lands.

Our Mission

The mission of the Real Estate Division is to process and retain long term leases and temporary permits on public lands in order to ensure sustainable revenue is being leveraged from CNMI's public land assets to sustain funding for the Marianas Public Lands Trust (MPLT) and to support DPL programs.

Our Vision

The vision of the Real Estate Division is to process long-term leases and temporary permits on public lands in a timely manner, maximizing CNMI's revenues from public land assets. This approach sustains funding for the Marianas Public Lands Trust (MPLT), ensuring social and economic benefits for individuals of Northern Marianas Descent, and supports DPL programs.

Our Role

As the Department of Public Lands is not part of the CNMI central government budgetary process, it relies on generating revenue through leasing and permitting public land for various purposes.

This division collaborates with others, such as the Division of Finance, to prepare leases and permits, issue them to appropriate customers, and manage billing, collection, and enforcement (handled by the Division of Compliance) of land agreements and permits.

Revenue projections for operations, programs, and related projects are based on the number of leases and permits issued. Despite economic challenges affecting the CNMI, the Department of Public Lands (DPL) has managed to retain many of its leases and temporary permits.
